Oracle has announced plans to invest US$5bn in the UK over the next five years
The five-year investment plan is designed to expand Oracle’s data centre footprint in the region, whilst meeting increasing demand for cloud services

Oracle has announced a US$5bn investment plan over the next five years to expand its cloud infrastructure across the UK.

The announcement comes as Oracle moves to respond to increased cloud service demand and support the UK government's AI strategy. The investment will focus on expanding Oracle Cloud Infrastructure (OCI) operations throughout the UK to deliver cloud computing services to organisations in healthcare, financial services, defence, retail and manufacturing sectors.

Oracle targets growing AI demands in the UK

Currently, UK industries are facing growing requirements for advanced computing resources and data storage capabilities, particularly for AI applications and sovereign computing needs.

With this in mind, Oracle’s funding will support growth of its distributed cloud portfolio in the UK market, which comprises multiple deployment models including public cloud regions, dedicated cloud capabilities and hybrid infrastructure options.

The company’s distributed cloud approach provides computing environments for organisations that maintain strict control requirements or continue to operate on-premises infrastructure.

“Oracle provides the world's best cloud infrastructure for AI learning and inferencing. Our cloud investment will help ensure that customers can use AI to achieve new levels of productivity, unlock growth, and benefit from superior performance and security, all with improved cost savings.”

The investment also aims to address increased demand for sovereign computing capabilities, which allow organisations to maintain data residency while accessing cloud services.

Peter Kyle MP, Secretary of State for Science, Innovation and Technology, welcomed the investment as evidence of the UK's growing prominence in the AI sector.

“The UK is determined to lead the world in AI innovation, and today's announcement from Oracle is a testament to our nation's growing strength in this sector,” he says.

“This US$5bn investment will accelerate our AI ambitions, providing businesses and public services with cutting-edge cloud infrastructure to drive productivity, enhance security and unlock new opportunities for growth – driving forward our Plan for Change.”

Enhancing connectivity options with a multicloud strategy

The investment will also support expansion of Oracle’s distributed cloud portfolio, which includes public cloud regions – dedicated cloud capabilities for organisations requiring strict control – and hybrid cloud services for companies that maintain on-premises operations.

Oracle recently introduced 50 AI agents within its Fusion Cloud Applications Suite that execute tasks across business functions including finance, supply chain, HR, sales, marketing and service.

The expanded UK infrastructure will increase access to these AI innovations for UK-based organisations. Likewise, Oracle’s distributed cloud services offer multiple deployment models, with the public cloud option providing hyperscale regions that serve organisations of any size, including those requiring EU sovereignty controls.

For customers seeking to run cloud services in their own data centres, Oracle offers OCI Dedicated Region, while partners can resell cloud services through Oracle Alloy.

The company operates separate government clouds for the US, UK and Australia, as well as Isolated Cloud Regions for national security purposes, each providing a cloud and AI stack that customers can deploy as a Sovereign Cloud.

Hybrid cloud offerings deliver services on-premises via Oracle Exadata Cloud@Customer and Compute Cloud@Customer, with deployments currently managed in over 60 countries.

For edge computing applications, the company provides OCI Roving Edge Infrastructure with ruggedised portable devices for remote AI inferencing.

Oracle's multicloud approach includes physical deployment within other hyperscale cloud providers, including AWS, Google Cloud and Microsoft Azure, providing database services across clouds and interconnect options.

Oracle's UK data centre expansion adds to the competitive landscape in Britain's cloud infrastructure market, where providers continue to invest in capacity to meet sovereign computing requirements.
