How NAVER, NVIDIA & Brookfield Plan to Build a 200MW AI Hub

Propelling South Korea’s national AI goals, tech giants NAVER, NVIDIA and Brookfield have unveiled a major proposal aimed at significantly expanding the country’s sovereign AI factory capacity.

Announced during South Korean President Jae Myung Lee’s visit to the AI Summit in San Francisco, California, US, the initiative centres on scaling up NAVER’s existing multi-tenant NVIDIA DSX AI factory buildout, located at the GAK Sejong hyperscale data centre.

Under the new plan, the original 55MW site will experience a nearly fourfold expansion, reaching 200MW by 2028. 

This rapid scale-up aligns with NAVER’s ultimate objective: securing 1 gigawatt of sovereign AI computing capacity over the long term.

Realising this ambitious project involves significant financial backing from all three participating entities, NVIDIA intends to inject one billion US dollars directly into NAVER Corp as a strategic equity investment

On the other side, Brookfield has executed a nonbinding term sheet to provide project funding of up to nine billion US dollars. NAVER will supply the remaining capital required to finalise construction and oversee facility operations.

NVIDIA’s direct investment depends on standard closing terms, which require NAVER to finalise at least nine billion US dollars in binding project financing. 

Upon completion, this high-density infrastructure will give both South Korean and American AI developers access to the enterprise-grade computing power necessary to construct advanced foundation models, autonomous agents and industrial applications.

Aligning core expertise for sovereign infrastructure

The coalition draws upon the distinct operational strengths of each company to establish an end-to-end, cost-optimised sovereign AI factory framework tailored for enterprise, industrial and public sector clients.

NAVER contributes extensive experience operating hyperscale facilities as a certified NVIDIA Cloud Partner. 

NVIDIA supplies the core processing capabilities through its accelerated computing architecture and integrated AI factory framework.

Meanwhile, Brookfield brings substantial global power infrastructure expertise and massive capital deployment capabilities to round out the initiative.

Brookfield currently manages nearly US$100bn in AI infrastructure value-chain assets, spanning power generation, data centres, compute and semiconductor manufacturing. 

Building on its role as a founding partner in the Brookfield Global AI Infrastructure Program, the latest planned deal marks another milestone in Brookfield’s partnership with NVIDIA.

The global investment firm has an active and long-term presence in the country, already managing approximately US$12bn across real estate, energy and infrastructure.

Next-gen hardware and spatial AI

The expanded 200MW facility at GAK Sejong will deploy cutting-edge hardware architectures, including NVIDIA’s Blackwell and Vera Rubin systems, equipping regional organisations with the processing performance required for large-scale AI deployment.

Central to the facility’s design is the full-stack NVIDIA DSX platform, which harmonises software, silicon, systems and physical data centre infrastructure to reduce token generation costs and accelerate production cycles. 

Specialised platform software will optimise performance across the site, with NVIDIA DSX MaxLPS maximising token output per megawatt, while NVIDIA DSX OS manages health monitoring, system resilience, operational lifecycles and multi-tenant resource allocations.

Beyond the physical footprint of the data centre, this strategic alignment expands ongoing joint research between NAVER and NVIDIA focused on open-source models, agent workflows and physical AI systems. 

NAVER is upgrading its proprietary HyperCLOVA X model series by incorporating NVIDIA Nemotron 3 Ultra open models alongside its specialised training datasets. 

Marking its status as the inaugural South Korean enterprise in the NVIDIA Nemotron Coalition, NAVER actively participates in model development spanning pretraining, post-training and reinforcement learning workflows.

Additionally, NAVER plans to launch a localised enterprise AI agent platform during the second half of the year, built around the NVIDIA Agent Toolkit and NVIDIA NemoClaw blueprints. 

To advance spatial computing, NAVER is also constructing a digital ‘Seoul World Model’ powered by NVIDIA Cosmos world foundation models, integrating its extensive proprietary urban street-view and geographic datasets.
